I still have a stand-alone EFLC version and checked the audio files and the MENU_STREAMED file is still there in TBoGT (also playing ingame), so I copied it and moved it to the Complete Edition build and, to my surprise, it worked again, the TBoGT menu theme is actually playing now in the Complete Edition. This is why you probably hear the GTA IV's menu tune, because that one has the same name as the one in TBoGT so the game just plays the IV menu tune since that file is not missing. The file MENU_STREAMED for TBoGT is missing in the Complete Edition. In the audio files there is MENU_MUSIC and MENU_STREAMED.
All in all, because GTAIV is an amazing game, and it really takes advantage of the graphical capabilities of the PC version, unlike so many ports (and I have to add, the graphics tuning utility is EXTRAORDINARILY friendly and informative).The best guess as to why it's currently missing is down to them messing up when removing music I don't like that it uses the "social club", I despise all extraneous logins for any game, but you don't have to log in unless you want multiplayer. The game itself is pretty damn awesome, and I really have to stress how much better it looks than the console version, as well as having a "clip capture" feature similar to onlive's brag clip feature that allows you to capture and post the details of the random zany accidents you get into when crashing sports cars. The controls aren't exactly great for mouse and keyboard, but it happily accepts the 360 gamepad, or you can use an emulator to use a PS3 pad. If you have the machine to play it, it is one of the more beautiful games for the PC, with a rich modding community behind it which tries to push the graphics even further.
I did not play this on the PC at the outset, but I have since been playing it, and although I hear it was incredibly buggy out of the box, patch 1.07 as it stands is wonderful.

Anyways thank you ROCKSTAR for bringing GTA4 to the PC and doing it so that its much much better then the console version. Maybe a 圆4 bit version of the game could help boost things but perhaps it would just double the memory requirement. My only complain is the lack of Multi-GPU scaling but maybe with a better cpu the scaling would be better. At least a quad is required as this game is higly multithreaded and a decent GPU (video memory is important). This is not the same game as on the consoles! The PC version looks MUCH better even on low settings( i play all high with everything MAXED OUT at HD resolutions) and the CPU power needed is immense. This game is a technological marvel on all accounts so OFCOURSE you will need a PC capable of running it. The DLC pack even finally came out for PC so i hopefully will be experianceing Liberty City again. I have been playing it since it came out and i will probably still be playing it after 3 years or so when GTA 5 comes out.
